The Maldives is the lowest-lying nation on Earth, sitting 1.5 m (5 ft) above sea level on average. At the current rate the ocean is rising, about 77% of the nation could be underwater by the year 2100. However, if the rate the ocean is rising gets worse, the entire territory may be completely underwater by the year 2085. Maldives officials have been warning the international community of the problem since the 1980s. To address this issue in 2009, the president of the Maldives Mohamed Nasheed signed a document calling for global reduction of carbon emissions while outfitted in full scuba gear. Nasheed is quoted as saying, "If the Maldives cannot be saved today, we do not feel that there is much of chance for the rest of the world."
